Well....I've extracted the gt3.vol and I've extracted the files from it using the GTFSExtract utility...now for the hard part (thanks for the help dust2dust...I should have realized that...

I'm using a program called MFAudio v1.1 to read the audio/convert it, but all I get is a crappy sound file that isn't any real sound, just noise. The files are *.ads files in the \bgm\ directory that was extracted from the gt3.vol file MFAudio's README says that those files are a known file type for the program but apparently it only reads them as a *.raw file and it won't let me choose anything else (e.g. *.ss2 files as the README says they are). The way I convert them is to *.ss2 files then to wav....but they're just noise and sometimes the program locks up.
Anybody got any suggestions on another program to use or what the heck I should do?
