Yes, SCSHD.EXE, is called from the SETUP.EXE. First installs the map files, then open a DOS Window, apear an screen with a mech pack logo, and tells you that CD-ROOM is not good
... After you acept that, another screen tells you the game is correctly install
, and the procces installation finished.
The MW4.EXE file in \Razor1911 dir, allows to play the game (With CD#2 inserted), but the new mech still miss.

Another mech component that appears in mechlab, is the "Enhaced optics". This feature will be avaible with the Clan Pack
. I think the patch v3.0 who comes with the IS pack, adds the 4 mechs for the IS pack, extra weapon, extra electronics... and the same for the next Clan Pack.
