Hm..That's not a Bad theory actually..However I think it's more like for Ps2 it's DVD rips that's over 625 megs that won't play on the PS2..It has nothing to do with using 700 meg or 650 Meg Blank CDR rather the TOC like you mentioned but media wise just use name Brand nothing else..
I heard about this on the No solder mod Chip for the PS2..
But in this case FFIX is the problem for the PS1..
