Taking you literally that you are burning a CD-RW as distinct from a CD-R, normal CD-RWs will only burn properly at 4x. I could go into the technical explanation if you need it .. it's all about the time required to melt the compound making up the data 0s & 1s and pass to the next bit.

If it;s a CD-R, then could media be a problem?
