The NEO2.2 punts 5v into a 3.3v circuit. That goes across a 1Kohm resistor into the laser diade adding 1.7v to the diod voltage and hence increasing the current taken. (something like that = frying the laser in due course or even swiftly)
This can be attenuated by putting a capacitor across pin 2 to the mobo but in the end the constant bursts will do for the laser diode.
