I take it that we are talking DVD-Rs here not DVDs nor CDs. The laser assembly moves out in order to follow the groove along which the data is written. This is done to determine the read power and frequency to be applied.
When it hiccups the clicking you hear is the lens being moved up and down to try and focus and from sie to side to find the groove.
So either or both of two problems come to mind:
1 The disk is dirty and needs cleaning in warm soapy water
2 The laser azimuth adjustment or its parallax are wrong. I think I've posted on those two subjects in the forum (do a search in my name).
Then there is the old faithful - which ytou should do anyway, and that is to clean the lens with a cleaning disk.
