I've had a problem like that before as well. But all I did was uninstall the CDRom. Right click on MyComputer Icon select properties, Device Manager, select CDRom then Remove. Restart your computer and windows will reinstall the drivers. Try this it worth a shot rather than buying a new CDRom even though they a easy to install and are rather cheap now aday. Also depending on the type of CDRom and age there may be new firmware for it. Check out the website for CDRom manufacture for updates.
