It probably is how you're setting Disc Juggler to burn the .CDI file.
You cannot just double-click the CDI (which by the way, will load DJ), and expect it to burn a good copy.
You must use the "New Task" box to get ready for your burn. It may come up automatically or you may need to click "File/New" (or CTRL-N) to get it up. Then choose "CD Image to CD Recorder". Now on the "Source & Destination" tab, click the icon under the "Source". It will pop up a box where you can browse to the .CDI you want to burn. Once that's done, make sure the destination that is checked is your CD Writer. If everything goes right, the "Start" button should no longer be grayed out... Make sure you have a disc in the drive, select the speed you want to burn, using the slider on the right, and press the "START" button.
