Arakon has given you good advice. The range is 950 - 1100 ohms. Dust gave you good advice too - clean the laser. A new laser costs about 75 euros. And you can read my post on Laser Azimuth Adjustment from somewhere last month. I'm going to do another post soon on Laser Parallax Adjustment.
After all that - when DVD-R works with that ridiculous high TOC method, rip out the NEO4 and take a Messiah unless you board is loused up by that cut track.
NEO4 is a crap solution.
