Ask 'em if they've done one (Messiah) before? If he hasn't and hasn't done a NEO4 successfully, then don't give it to him is my advice unless he does other devices with legs no more than 0.20mm apart. Ask them how they are going to test the result (needs at least CD-R and preferably DVD-R? Ask them how they are going to solder onto the CD/DVD controller (you're looking for 0.10mm tip, 15w iron, 33swg wire).

Ask him if he intends to solder to any VIAS (they are the small holes in the board). If he melts one, the board is shot. A pro would prefer to solder to very close together legs than risk a VIA which needs scraping to make a bonding point for the flux etc.

It's not a bit like doing neo2.x. The guy needs to be a pro in my opinion.
