As you can see from your post you have already had over 100 views, (my guess it was the girlie newbie bit that done it!)
in answer to your questions.....
1. Yes you can backup your backups, although NOT legal as you should own the original version of any backups you have, and then only one backup of each original! (glad that bit's out of the way)
I'm not familiar with your Diamond data 30x6x4 burner, but the best software to try first is CDRWin, a evaluation version is available from
www.megagames.com together with a basic tutorial. You may also require a program called PPF-O-MATIC, which you use to apply any patches you may need. Again this is available from megagames with a tutorial.
You could also try using CloneCD but your burner must be 100% compatable for this to work with PSX titles.
2. Road Rash 3D, sounds like it has been copied to a poor quality CD as you mentioned some of them are. Also the burning speed can cause a similar problem if it is set too high. I like to use a read speed of 4x and a write speed of 2x, this helps to reduce error's with audio and FMV (Full Motion Video) sequences. You may find that trying to backup this dodgy copy wont work becase the one you have is already giving problems.
3. With Silent Hill, Basicaly the same answer as question 2, does the intro sequence run smoothly or does it skip? If it skips then it could also indicate that the laser is out of line and needs adjusting.

The only time you will need to use PPF-O-MATIC is if any of the backups fail due to copy protection on the game, which is not the case with Road Rash 3D or Silent Hill. The

www.megagames.com and apply it with PPF-O-MATIC.
