Yes it is possible
I did it and my vcd play just well on me DVd player (sanyo)
I use Easy cd creator to burn it
U have to use VIDEO CD CREATOR in the feature of easy cd creator
you can make menu.... all that with it
u just have to follow the wizzard in the video cd creator
