If you have a widescreen TV (not bought from Tesco) then it's likely to resolve NTSC on one of the AV ports; set the PS2 to RGB and plug in the component cable (Yellow/white/red).

If not, then you cannot resolve 60Hz. Go to a Maplin shop and buy an NTSC to PAL Convertor (AV/RF). I did that when I got the Jap PS2 and used it until a month ago when I got the widescreen TV. It gives a perfect PAL RGB picture for NTSC games.
Note that for PAL games, if you've go the PS2 chipped, it willplay perfectly without any convertor.
