Every game is different, the question by KaktoR was right, he asked because on many games you can do it with the public tools without any problem but on Resident Evil 2, there are no public working tools. Thats because all language data is stored into a same gamefile on resident evil. On other games you can actually see that language files are separated, for example xxx_spanish.whatever/xxx_english.whatever/etc..., those that have language files in separated files can be made with public tools. The easiest way is to create a folder for each language and copy those files conserving the main game folder structure, then compress each language in a separated bin/arc file. For extracting, it depends on the installer you are using, but in my case im adding them as "Components".
For games like Resident Evil 2 you have to search for tools that can unpack those big files, some games you can use modding tools (like on old Tomb Raiders, Mass Effect 3, etc...), for RE2 there is also a unpacker too.
