Well actually,
1. Masked Data Compression already does something like this, but detects file by extensions
2. MSC scans and applies compression for multimedia data
3. File scanning with headers is a lengthy process, it will take a lot of time for complex files and others that doesn't have a good looking header
4. A game actually doesn't contain a lot of compression methods, GFS can be used.
