definitely have to do with 32bits, I tried on windows 8 32 bit and it did not work
7 32bits ultimate = not work
7 64bits ultimate = work
8 32 bits PRO = not work
10 64bits Fall Creators = work
I just needed a multi language setup similar to this one but it has 32 and 64 bit compatibilidde Just this
