with the newest zstd version, there are around 19 levels, and additional 3 more levels, and i think you tested previous version or low level for compression and chunk size also matters
EDIT: You should try srep+zstd and zstd should be set at level 19, download the latest zstd from my attachment
and use cmdinfo by felice for the info about the use of it
