So I tried what you said - except that I renamed the IMG file to BIN (I think you did too). I patched it for the JAP Utility Disk with ASA Patcher and renamed it back to IMG after patching. Burned it back with CloneCD and the game worked.

So you've solved a problem - perhaps. I'll expand on this in the PS2 Forum.
