Anyways, I'm not going to blabber about you know what, my best guess is it is either there are those people who only see attachments and never see the thanks button (Vultures), or they first want to download the attachment, try it out but forget to click thanks button or they just decide not to press the thanks button because the attachment is not use to them (no offence, but it happens with some people
) then, I also noticed something when you download attachments using a download manager, like IDM for example, it opens many instances just to download a file, normally 8 instances and you posted:

It could have happened that the five people use IDM to download attachments, so it is 5x8 = 40 downloads though only 5 people downloaded the attachment, the rest of the 19 people, well they are vultures

Note:
About the IDM theory, I don't know if it happens with vBulletin software but if you check rghost.net, upload an attachment, download it with IDM and see what happens, unless if they fixed this already.
