I just discovered that changing the .cab extension to
.bin , setup no longer takes to load (Windows 10).

UltraARC.ini edit this line before compressing:
[Distribution]
ArchivePrefixName=Data
ArchiveExtension=
cab
to:
ArchiveExtension=
bin
