Look in "C:\Users\%USERNAME%\AppData\Local\Temp\" localize temporary files of setup to know their methode.
If you want to remove English, to keep only French example, you will have to rename like this: fcc_main_french.dat to fcc_main_english.dat after having everything rename, simply add the registry key corresponding for your language:
Root: HKC U; SubKey: Softw are \ Ubi soft \ FarCr y4 \ 420; ValueType: string; ValueName: Langu age; ValueData: fr-FR; Flags: uninsdeletevalue uninsdeletekeyifempty
