Compile using Inno Setup Enhanced Edition ANSI Version.
why have
arc a -lc8 -ep1 -ed -r -w.\ Data\Setup-1.bin -msrep+delta+rep+lzma:a1:mfbt4:d158m:fb273:mc1000:lc8
try remove first -lc8
