Yes - subject to a Modchip being installed and the boot rules for that modchip being observed. For example, with my modchip on a Jap PS2, I have boot with a Jap PS1 original and swap the PAL PS1 backup in at the appropriate time. A PAL PS2 will require a PAl PS1 original for booting.
