your arc.ini isn't right....

packcmd = srep {options} -m3f $$arcdatafile$$.tmp $$arcpackedfile$$.tmp
unpackcmd = srep -d -s $$arcpackedfile$$.tmp $$arcdatafile$$.tmp

should work for any version.
