I used my Math Knowledge for that.
Let me tell you what is does
to get

Execellent - your component rates 7/6 of what is required.
Good - your component rates equally or 4/5 of what is required
Average - your component rates 3/5 of what is required.
Bad - your component rates 2/5 of what is required.
Critical - your component rates 1/5 of what is required or doesn't exist.

How to check it out in terms of calculations.
E.g.
To get excellent if 3000mhz is required then you cpu speed must be (7/6 * 3000) 3500Mhz or better.
To get critical if 3000mhz is required then your cpu speed must be (1/5 * 3000) 600Mhz.
