ErrorLevel=2 means there is no streams that could be decompressed. Simplifying - there's no benefit using precomp.
But about access problem... hmmm it's first time I see this, I have no idea what's happened. Seems the tmp file is still on hdd (if not the ErrorLevel=4), so maybe it was inspected by your AV at this time
Did you found your output archive? Did you test it in CI?
