I think your setup.ini has some typos.
Where it says:

LaunchCom5=redist\vcredist__x86.exe
Launch6=Visual C++ 2008 x86 SP1

I guess it should be:

LaunchCom5=redist\vcredist_2008_x86.exe
Launch6=Visual C++ 2010 x86 SP1
