What is your path where you installed the game? Probably, you are not selecting the correct directory.
Change:
D:\Games\Batman Arkham City\
to your game installation folder, if you using default dir, the path is:
C:\Program Files (x86)\WB Games\Batman Arkham City\
Anyway, you must use
Inno Setup ANSI version, not Unicode version.
