Just tried this conversion, I have the same problem.
LE: after decompressing the files
campaign_data.rar,
core_audio.rar,
campaign_vo_en.rar make sure you put them in the same dir all together so you should have 2 directories
modules and
packages that contain all the files from the 3 files mentioned earlier. Afterwards go ahead and use freearc to build the DA2_arc.exe. That should fix everything.
