He's trying to establish whether or not your game files match (same version) etc..

An .sfv file is basically a list of files to their checksums, which can be ran against someone elses files to see if they match. They are used a lot for checking if downloaded files are incomplete/corrupt, along with PARs for example (although PARs have repair capability).
