The Only thing you need to do, to make Fallout 3 German version to Uncut :

Simply use a english Fallout3.exe (The germans named fallout3ng.exe)
This is also working if you simply use an English NO DVD Cracked Exe...

No Other Files have to be cvhanged at all ...
