I use
mp3DirectCut (free software) for cutting MP3's: simple and right to the point. If you need something more complicated, I recommend you check out
GoldWave; however, it's not free and it edits MP3's by converting them to WAV's first (=> loss of quality when you convert them back to MP3 format).
As for joining MP3's, the file format is designed for streaming, therefore you can simply append MP3 audio files together with a file manager. Tags may not work correctly and some software may not be able to process them (unable to skip non-audio blocks
inside the MP3 that were at the beginning or end of the files that you joined together) but that's a matter of bad programming.
