if its a microsoft cab file then you can use the microsoft cabinet.dll and the api's from the sdk, and you can also use winrar on these types afaik...

however.. there is also installshield cab files, which you need other tools to do the job you want.. (i6comp etc..)... check the faq, and have a look inside the cd2dvd section...
