Good question.

Well the hex (Hexadecimal) code is a set of routines that tell the chip what to do and when to do it. This PSX code has changed many times with the introduction of different versions of playstation and stealth hex which offers a few different features. The chip mostly widely used is the PIC12c508 which is a small micro controller, which wont actually do anything unless it has been programmed with the correct hex code in the first place and with this in mind you can program a PIC12C508 to do almost anything from moding your PSX to cracking cable TV and Analogue satalite feeds, but that is a different story not to be seen on this forum.
