It's a loader; it contains the strings "PE LOADER & CRACKER---r!sc 1999/2000" and "Loader created with r!sc's process patcher". I think there's nothing wrong with it, except that it might not work at all... Of course, knowing that the copy protection has been removed from this very latest patch - see one of the other threads -, this package is of no use at all.
