Did you try to disable the UAC which prevents non-admin games from writing to certain folders?
Goto START > Control Panel > User Accounts
Pick your account if more than one, and turn off UAC from bottom option (requires restart)
With UAC of you can make folders and run programs etc without UAC or running in admin mode before hand.
