PAL (Phase Alternate Line) has a lower refresh rate too... so you tend to get lower frame rate. It has to be that way with PAL games though because otherwise your console ends up running ahead of your TV (you have to wait for the hsync you see when you're coding ps games before you fire around the main program loop, I don't know if you know what I am talking about or not, but trust me, you do!)

PAL games also have lots of black borders, because of the difference in the number of scan lines. That's the main reason that us people with PAL machines might want an NTSC converter... so we can play the game full screen.

NTSC (National Television Standards Committee) has a higher refresh rate and more scan lines per screen.

There are other TV standards, such as SECAM (Sequential Couleur Avec Memoire) for France, but PAL and NTSC are the main systems in use.
