An easier way of doing it is:

1. Copy all of CD2 - Play Disk (labeled TOEE_PLAY) to a temp directory.
2. Copy all of CD1 - Install Disk (labeled TOEE_INST) to a temp directory overwriting everything.
3. Burn (any label will do, but using TOEE makes sense).

Its easier to copy in the correct order and overwrite all files then to copy in the wrong order while excluding files to avoid overwriting.
