This error usually means that 1) the necessary registry entries, telling that the game has been installed and where it has been installed, are not present or 2) some of the key files, that the patch checks for in the installation directory, are not present or they have some unexpected size or contents.
You can check what registry entries and files the patch is accessing with FileMon and RegMon; see
