It may be a bit off-topic but there's a project (been around for several years but no, not vaporware, just lack of time and funding
) for similar purposes but optimized for Commodores:
C=VGA. Just connect the adaptor, via a plain VGA cable, to a VGA monitor and there you go with the picture converted from RF or S-Video to VGA.
