Boot from the Windows XP install CD; there must be a partition manipulator software on it so that it can be installed onto "virgin" computers. (Dunno, never had the need for it; I've had my partitions created years ago by then...

) Or, perhaps, you can use a plain DOS boot disk to remove/(re-)create partitions (see
http://www.freedos.org for FreeDOS and
http://www.fdisk.com/fdisk/ for an extended FDISK software that, I think, can handle very large hard disks and partitions, as well).
