Very bad assumption!
Starting on 10/2000 manufacturing date, Dreamcasts were programmed a bit differently, not allowing discs to contain a small audio track followed by data. After this development, it was necessary on these machines to write data to the first track instead of audio. The newest version of BIN2BOOT (from December 2000, I believe) does just this, buy creating duplicate directory tables in both the first and second sessions, both pointing to the same data.
Now enter December/2000 manufactured machines... Apparently it's been determined over the past few months that the odds of ever getting backups to work on machines dated 12/2000 or later is virtually nil, non-existant. I believe if anyone with a 12/2000 has ever gotten backups to work on their machine, they're in a distinctly tiny minority.
I know this isn't what you wanted to hear but that's the way it is...
