Do the discs show up on your computer as blank discs with 648mb of free space? If you can see files on the disc, it's probably not a bad burn (or bad image). If it looks like a blank 648mb disc, it's bad. It's not the Dreamcast, but rather the disc (or image).

You might try what I've done on some games (if the disc appears to be bad), use CDMAGE to extract the files from the .CDI file, then follow the Echelon self-boot guide to create a new disc. You can also take a shortcut in the tutorial and just copy the files to an ISO image, then use bin2boot to create a new .CDI file that hopefully will burn correctly.
