I don't quite understand...

If your notebook has no DVD-ROM drive (the physical device into which you insert the dics) then, no, you won't be able to play anything off a DVD, be it a movie in DVD or AVI (XviD etc.) format.

If your notebook has a DVD-ROM drive (capable of reading DVD+/-R/RW, not only factory pressed DVD-ROM's!) but no DVD software then install one, to be able to play movies in DVD format from DVD discs.

Or convert your movies into AVI (XviD etc.) format, install the XviD codec (http://www.koepi.org for Windows binaries) and play movies with a media player.

You can move files (software, codec, movie) around either by burning them onto a CD/DVD that your notebook can read, or copy them onto a hard disk and attach that hard disk via a USB box to the notebook (or, if your notebook has an external IDE/SATA/feature connector - quite unlikely! - then directly via IDE/SATA).
