There's nothing special about what Starfucker - or other similar programs, for that matter - do: they just change some registry entries and/or call some API functions (no direct hardware access!!!) to disable and enable devices registered to the system. (Or am I missing something?!)
(Anyway, it's very sad that there exist hardware devices that can be damaged irreversibly with software only.  And I'm not talking about overheating and other trivial stuff...!)
