I believe 'FlipWillie' is actually looking for a proper 'NoCD.exe' and there is not one of those available yet.
Presently
GameCopyWorld only lists 'Mini Images' and I believe FlipWillie has said he has already tried them all with no success.

Yes I would say it is a problem with your PC as one of the mentioned suggestions should work on your PC. Granted the same method doesnt seem to work for everyone!
