Note that the advantage of a console against a PC and a PC against a console is also its disadvantage, from another point of view.
A console has a fixed set of hardware, therefore, if you own one and develop software for it, you can bet that your software will run exactly the same way on other consoles of the same type. (Perhaps, except for BIOS/firmware changes?) On the other hand, as crypto6600 said, they become obsolete pretty soon because you can't upgrade them.
A PC is upgradable without end but there are so many kinds of hardware parts, operating systems (well, if we talk about Windowses only: even they are quite different from each other!), drivers and other software possibly conflicting with your software, there's simply no way of predicting whether your software will work properly or won't. According to your belief, you can either pray or simply hope it would.
