You don't need a patch if you think simple.
First you have to make a cdi from the games, if they are selfboot. Second you have to rip the session with cdirip. Now you have to fix the Tdata??.iso with isofix.
After that you got 2 iso files a boot.bin(this is the ip.bin!).
At last (but not least) you have to use isobuster to get the files. When you have got the files you need this tool:

with this tool you can patch the bootfile (1st_read.bin) to 50 ot 60Hz.
If your game is non-selfboot, you don'T need the sh*t at the top. You only use isobuster to get all files!
