I don't use Windows 98 very often anymore and I can see nothing about the OS's supported in the Tetris documentation but I don't think it supports non-NT Windowses (95/98/ME), as it uses entry points to NTOSKRNL.EXE and HAL.DLL which exist in Windows NT/2000/XP/2003 only.
(I'm not sure why you're still using Windows 98. I still like it very much but, a year ago, I understood that I had to upgrade to Windows XP because lots of new software refuse to work under Windows 98...

With proper settings, Windows XP is just as usable as Windows 98, more configurable, and much more stable!)
