It is not so much the bios, but the firmware on the DVD-rom. The bios decrypts the signature to play the original games (or bypasses it if a hacked bios).
PC's and Xbox's have completely different firmware. It's like trying to hook up a portable cd player drive to your computer. Your computer will not know what to do with the xbox drives once you plug them in. PC's don't auto-detect what the drive is, or read to see what the drive is. Devices tell the PC "this is what I am and this is my name". Then it looks for drivers for it.
Now, there are some talented people (release groups), who have more than likely hacked specific PC drive's firmware to read original xbox games. But, you won't find them anywhere on the net. It is just easier for us to do xbox->PC.
